Oregon's residential solar economics run primarily through two investor-owned utilities — Portland General Electric serving the Portland metro and northern Willamette Valley, and Pacific Power covering most of the rest of the state. The Energy Trust of Oregon, funded by a public-purpose charge on customer bills, administers most of the state's residential clean-energy incentives.

Portland General Electric (PGE)
Investor-owned utility serving the Portland metro area, the northern Willamette Valley, and parts of the north coast.
Pacific Power
Investor-owned utility (part of PacifiCorp) serving most of Oregon outside PGE territory — including the southern Willamette Valley, southern Oregon, and much of central and eastern Oregon.
Energy Trust of Oregon
Not a utility — Energy Trust is the independent nonprofit that administers most of the state's residential clean-energy incentive programs for PGE and Pacific Power customers, funded by a public-purpose charge. Incentive eligibility for an Oregon solar install typically routes through them.
Municipal and cooperative utilities
Eugene Water & Electric Board, Salem Electric, Tillamook PUD, and various rural cooperatives serve portions of Oregon outside the IOU service areas. Solar incentives for these customers typically don't run through Energy Trust.
